I am reading catching fire and I'm at the part where Katniss just made a little dummy in the training session and she wrote the name seneca crane on it and the gamemakers were like shocked. Who is seneca crane? and whats up with her?

Seneca Crane was the previous Head Gamemaker. He was the one who didn't think past Katniss and Peeta eating the berries. President Snow makes it evident that he was executed for his mistake with the games. I still don't understand why she did it, or why they were so shocked. It probably just offened them, or maybe it was something of a threat, that she'd meant to get him killed. Who knows?
Seneca Crane is the previous Game Master, the one that was killed for letting Katniss and Peeta live. She hung the dummy in the training session to make a statement about the Capitol having him killed and replaced.
