Why aren't the NBA playoff matchups based only on seed number (vs a bracket)?

For the first round they do it right.But after that they stick to a bracket, instead of sorting matchups based on seed numbers.For example: Why should the Pacers #1 face the Wizards #5, when they could play the Nets #6?

Without upsets the bracket system gives fair matchups. But if the 3rd seed lost then the 6th seed team is treated as a 3rd seed quality team. So don't look at seed numbers because the schedules are all different for each team.
The top seeds are expected to win according to the brackets. So it would've been 1 vs. 4 and 2 vs. 3. When the lower seed win over the higher seed then it's considered the lower seed was the better team and in a way takes over the rank. Seeding don't matter much in the playoffs. Getting the top seed only shows a team won many games in the regular season. They have to prove themselves in the playoffs.
That would call for reseeding the playoff brackets after each round. There's been some discussion about how that would be more fair, but it probably won't happen because of TV. The NBA and the networks want to get as many games on TV as possible. If the NBA reseeds things after every round, then they can't get the second rounds games started until the first round has been decided. If the second round pairings are known in advance, then the networks and the league can sometimes get a jump on the second round games. That lets them plan the schedule out better for more primetime games.
