Why cant i open anything in my control panel? HELP!! Plz no confusing words:P?

Ok so i havent used my computer in a while, hoping tht the problem would go away or something (last time i used it was in like november 2011) so i feel like it has a virus! Because it always crashes and shuts down unexpextically within like 10 minutes, its frustrating. Plus it gets those messages to send or dont send the problem once and a while. But right away it shuts down after i diagnosed it. It got blue screen of death like three times and its just really really slow. But i just can access most thr things in my control panel like the add or remove button. PLEASE HELP!!!!!
