Contact your local IT support admin. This happens occasionally as I am a systems admin for my company; the shared folder may have inherited permissions from a parent folder that DOESNT allow access to all users. If this is so, the folder you are trying to access must have inherited permissions removed from the advanced options of the permissions tab.
why would you have bright light in the tank? You can get night bulbs and/or ceramic bulbs that you can leave on all the time. Your best bet for building a cage is plywood and either a plexi or glass front.
