Why do fire alarms sound so intense.?

Fire alarms tend to sound viciously like buzzers, slow whoop, etc.

Do you mean onto the outside of a house or inside a house? If it's your own house, it's not a crime to discharge a fire extinguisher. If it's somebody else's house and you spray the outside, I can't see it being too much of a problem. I suppose you could be forced to clean the area, but it's unlikely to cause permanent damage. If you spray it inside the house, you could easily damage things such as furniture, appliances, and electronics. You could potentially be civilly and/or criminally liable for the damage particularly if there is no fire.
