A rear wiper is an option, and is usually found on the more expensive vehicles only. Since one pays more to get this luxury added to their vehicle, not many have it installed. On some flat back vehicles such as an SUV the rear window is in a position to where it just get blasted with road water, and without a rear wiper, you wouldn't be able to see out the window, so a rear wiper is a necessary in order to see out. It's a convenience feature. A luxury. Not a requirement like front wipers are.
It is not an additional accessory but an aerodynamic requirement due to dirt deposition. The rear windshield wipers are required for hatch-back cars in particular because the flow around the vehicle separates before the rear windshield for those designs. The separation results in with turbulence at the back of the car. As a result, the dust and the mud from a wet road sticks to the turbulent part of the car body including the windshield. Smoother angles at the rear of the car benefits from natural wipe-off of the rear windshield, thus does not require a motorised system to clean the dirt deposit. You can tell the difference easier when traveling at high speeds as the rear view deteriorates very fast in a hatch-back design, whilst no serious deterioration occurs in a saloon design.
