why does entire dash and windshield wipers go out and come back on.?

Answer:

I do not know what kind of vehicle you drive, but it is probably the plug that goes into the back of the dash cluster. Sometimes you have to pull the main cluster and put dielectric grease on the plug and it helps a lot. I have a son with a Dodge Neon and a brother that has a 95 Tahoe that have to do it about once a year.
1 Bad ground 2 corroded or lose connections 3 broken wire (but not pulled apart)
It's your ignition switch. The contacts that enable power to the accessories (i.e. stereo, dash lights, wipers, ect.) are worn out or dirty. You can test this by jiggling the key or turning it slightly when the dash lights are out. If they come back on, then you've found the problem. You can disassemble and clean some, but usually you just have to replace the switch.
