OK, what do you want to do about it? I don't really understand the question. However, if the paint is peeling up and you can pull sheets of it off the table, that what you have is a table with latex paint over an enamel finish. That means the base is an oil based paint, and the part peeling up is water based. If you want to paint the table so that this won't happen again, a high quality primer is your best friend. Remove the old latex paint by sanding or scraping. Get an enamel (Oil based) primer and paint the table. Then, your latex has something to stick to. Bobs your uncle. Oil based paints have the color suspended in a petroleum base, and the oil evaporates, leaving the color. It's best for metal and plastics, because those surfaces don't absorb moisture. Water based paints have the color suspended in water, which soak into the surface being painted. Best for wood and sheet rock. In that case, the water soaks into the surface being painted. Water based paints don't stick to metal because the metal isn't absorbent.
