The manufacturing process involves taking sheets of aluminum and running them through rollers of decreasing sizesHowever, to get the foil to the final thickness, it wouldn't withstand the forces if it was one plyIt would tear apartSo, they force two sheets through the last set of rollers at the same timeSo, what you see is the shiny side which was facing out during the process and the other side was facing the other sheet, which gives it a matte finishSimply a by-product of the manufacturing process Recently saw this on an episode of 'How it's Made'.
