Because plastic insulates the wires and keeps the electricity from shocking you or leaving the wires and short-circuiting. Before plastic insulation, cloth and paper were used because they don't conduct electricity.
Rubber and neoprene are used to cover wires as well and in some cases, such as outside or underground, work better than plastic. They all serve to keep electricity inside and water and dirt outside, as well as to help protect the wire against breakage or being smashed.
