I have a 1998 Honda Accord LX 4 door sedan and recently my windshield wipers will not go completely down when they are in the Off position. The rest about halfway on the glass. However when they are ON they completely go up and down.
the wiper motor has a built in preset park position if this electrical part of the circuit fails the wipers no longer know Ware to park and just stop when you turn them off you may need to get the motor tested or replaced consult a garage repair shop or buy secondhand from a car salvage yard, i hope this helps
