Question:

Why would the headlights on a 00 Grand Caravan flash on and off when you turn the car off?

ANy ideas?DOes anyone know how to fix it?

Answer:

The sunlight hours mild Relay - raise the hood. There should be a three X 4 relay field hidden on the LH inner fender. Unplug it. shouldn't effect the operation of the headlights. in case you're unable to locate, contact the provider branch at your close by card broking service to locate the position it precisely placed.
It sounds like an automatic alarm system. There should be a cooersponding red or green light on the dash, some spell out the word Theft. I don't think there's anything to fix. _____________________________ I stand corrected, then. No alarm system. How about automatic headlights? Do they go on with the ignition switch? Or, do you turn them on manually? If you have this option, then try switching off of automatic. If the headlights no longer flash, then the problem is in the headlight auto switch should be replaced. Some auto switches are located below the rearview mirror, others on the interior dimmer switch on the dash.
