yes, in CA anyway, check engine light is an automatic fail. they may not even bother hooking up your car.
The part is about $150 give or take plus a 1-2 hour labor$65+
that is part of the visual inspection, so yes the car will fail due to that light being on. dont bother trying to reset that light to pass either, another code will pop up, a PO1000 monitors have not run to completion. my suggestion is to pull the codes and find out what the problem is. do the needed repairs, then drive for a week THEN take it in for the inspection.
I tell everyone with an engine light problem to take their car to an auto parts store like AutoZone or something because they will scan the engine on your car usually at little or no charge. The scanner will display the trouble code stored in the computer which is causing the engine light to illuminate. If your car is '96 and newer, this system is known as On-Board Diagnostic II or OBD II as it is referred to normally. This system is a federally mandated implement on late model vehicles primarily for emission purposes, so if you were to roll into an emissions check station with an engine light, they will most likely not pass the vehicle, so your best bet is to get the car scanned and fix the problem before you take it for an emissions test.
