2005 impala. wipers will only park in straight up position, not down. could it still be the park switch in the pulse module not shutting off at the proper time?

Answer:

It's not an electrical problem, it's a mechanical break-away feature to prevent damage to the wiper motor. There's a spring loaded cam that needs to be reset on the wiper transmission. It trips when you try to wipe away something heavy. This is under the leaf cowl and it takes about a half hour to reset the wiper transmission
do you turn them off before you turn car off?
Most likely is yes, somehow the park switch is not synchronized with the wipers. Some possibilities: The little plastic cam has slipped on its shaft. The thing was reassembled with the gears incorrectly meshed. The swing arms are on the wrong side of the main bell-crank. First I'd check the easier things, like see if the swing arms could be repositioned 180 degrees the other way.
