Winter tires are needed only for winter, thus the name. However, in the summer you can still drive on those winter tires and do not need to change to all season tires as you will have to change back during the winter. Just keep an eye on tire tread and if they need to be changed anytime after winter just get all season tires. And yes you can change only the 2 front ones.
It's not absolutely necessary to buy an extra set of rims for your snow tires, but the convenience factor is something to be considered. You can also save a bit of time and money when changing tires for summer and winter if you have a spare set of wheels
If you buy a set of steel rims to mount the winter tires onto, they won't charge to just put your original all-season tires that are mounted on your stock wheels back on. If you have them mount the winter tires on your stock wheels, then yes . they will charge to remount and balance your all-season tires back onto your stock wheels. You want to buy 4 winter tires - the handling characteristics will be quite different if you only buy 2 tires for the front. This can throw off the balance of front rear - which can be very dangerous.
