It can. If the seals in the rack don't seal the steering gets hard. That can be caused by wear or by damaged seals, and improper fluid can certainly damage seals.
It usually DOES cause problems. READ your manual about the PROPER steering fluid to use in your car (DODGE??) Putting ANY additives usually DO cause more trouble on later model cars and trucks. The viscosity and flow factors are DIFFERENT. ALL steering fluid lose their OOMPH after several years and require FLUSHING and FILLING with proper approved fluids. Many Ford systems go bad because the local quicky lube tops them up with regular POWER STEERING fluid, when the FOrd system requires TRANS fluid in them. Older ones took type F, and newer ones take DEXRON. READ your manual. YES, additives in your steering system will USUALLY cause harder steering and noisy pumps. Over time, leaking seals and rotting hoses!! WHAT KIND OF CAR IS THIS??????????????????.
