Would it be possible to launch a rocket into space without any major government tracking it?

I would assume the infrastructure has been in place since at least the early 60s to track intercontinental ballistic missiles, but a recent post about a secret mission in the Mongolian desert made me want to verify this. Are there any blind spots in the radar network or are there other ways of tracking? Also, could a two stage mission be tracked to orbit, but then secretly launched from there to elsewhere in the solar system? I'm a little embarrassed for asking this.

These are basically the same vehicle, so it is certainly *possible* to do it, but it could be a lot of work - you would have to remove all the parts from one vehicle, and install them all in the other one, and the most complicated part of it would probably be the electric wiring - the silverado may or may not already have the necessary connections installed but unused, but if not, they adding the wiring and getting everything hooked up will be a lot of extra work. You might also be able to buy aftermarket kits to add these features, but except for the mirror, those will be equally difficult to install.
