before you get into removing the carb, it may be a little simplerthe 3rd element of an engine is airon the side of the engine is a grated cover held on with a screw or thumbscrew that covers the air filterremove the filter and re-startif it runs then you just need to clean or replace filterwhile you have the filter off, get some spray carb cleaner and spray it into the hole that the air filter was covering(you would be looking at the carb intake)try to run againlastly: under the carb which you are looking at is a round metal bowl, usually aluminum colored, and has a nut on the bottomdrain the tank againremove the hose attached into that bowl, plug it if there is any leftover gasremove the bowl by unscrewing that nutfrequently you can get junk trapped there which plugs up the fuel to the carbclean the bowl, re-assemble, refuel, prime the carb by shooting the carb cleaner in the carb, and try againHope That helpsGood Luck!
