Answer:

The law requires you to send a letter with your intent to discard it, and to give the owner sufficient, reasonable time to retrieve it. If you have done that, and they haven't retrieved it, then you can dispose of it.
in most states you are required to give 30 days notice then you can have it removed.
Ask at city hall it could be deemed abandoned property. Or you might want to send the guy a bill for storage and if he doesn't pay see if you can sell it. Check for the local laws first.
I would have had it removed years ago. Yes you can legally have the bulldozer hauled away. What's with the thumbs down idiot? The bulldozer is obviously abandoned property.
yes you can after a few months it can be considerd as abonded property and you can claim owner ship of it
