It's not necessary. Wheels never used to get balanced unless the customer payed extra. Shops today have the tools to make balancing a 1 minute job, so they now have a reason to charge extra for tire changes. I don't balance tires at home for friends and have never had a complaint. I see sport bikes come in to the shop for a tire change and the stick-on wheel weights have fallen off without they're noticing. Roads are in such poor condition, a balanced wheel will not make any difference than a wheel that has not been balanced. Race tracks have surfaces as smooth as glass and an unbalanced wheel will be noticeable. Change your tires and don't balance the wheels. Go for a ride. Ask yourself these questions, Does my bike feel unsafe? Do I notice a difference from when the bike had good tires on it? For an added piece of mind - tires are checked for balance from the manufacturer. They draw a line on the tire for the installer to align with the heaviest part of the wheel - the valve stem. When wheels are balanced, 5-10 grams of weight is usually all they need. I don't think 10 grams out of balance will throw your bike into a high speed wobble.
Harbor Freight has cheap motorcycle wheel balancers , use split shot fishing sinkers on spokes or flat glue on mag wheel weights. Or you can find 4 roller bearings at a sale, mount two close together on 2 ea pieces of angle iron and mount the angle iron pieces to wood, homemade support and you have a cheap balancer, been using one for years.
A rough estimate is $4-$5 per cu.ft., based on buying the first 3 items in bulk of say 2-3 cu.ft. bags. I make my own potting mix and buy the ingredients at either Home Depot or OSH (the old Orchard Supply Hardware), the latter having slightly better prices and a better selection. I'm in California and instead of pine bark fines I use Redwood Soil Conditioner (finely ground redwood bark and wastes) mixed 50-50 with OSH potting mix. While I have used composted pine bark in the past, I actually find that the redwood compost gives me better results. I also use the same mix for cactus and succulents, but with 20-25% of total volume of 3/8 red lava rock added. Get great plants, clearly superior to specialized commercial potting mixes and cheaper to boot.
