The AC condenser motor or air handler motor runs only when the AC compressor is running (or heat pump is operating). Otherwise, they remain off. Has nothing to do with outside air temperature. If the motor doesn't run, it could be a bad motor, motor capacitor, motor control relay. Split AC units have three motors - compressor motor, condenser motor, air handler motor (blows air into the home through the duct work). Single unit AC systems have two motors - compressor motor and a single motor that operates the fans for the condenser and air handler.
In a car the fan motor runs from the battery while the A/C compressor runs from the engine. The A/C fan motor runs whenever the vehicle's fan switch is placed in one of the ON positions (and the key is 'ON', etc.). Usually the user must select the Snow Flake symbol on the dashboard to turn on the A/C. However, unless the engine is running the A/C compressor is not doing the work needed to make cold air (except the A/C actually runs also when in the defrost position on the that other fan control knob). If you select the snowflake symbol and the fan is ON and the engine is running and the ignition key is on and you are not in the defrost position and you do not have some sort of fault in the system then you should get cold air out of the vents given that you also have the temperature slider set to give cold air too.
Of course blown fuse or blown fan motor. Loose wiring connection also will makes it not to run. Hope this help!
