That is right. It only becomes an ore if humans dig it out of the ground specifically to chemically extract some component out of it. For example, a rich uranium ore contains very roughly 1 ounce of U metal per ton of ore so it requires processing a large volume to get a little of the stuff we really want.
Minerals are substances found in the earth with a definite chemical formula. All ores are minerals but an ore is economic to recover, mine, to extract a useful metal. Not all minerals are economic to recover due to rarity, cost of the extraction process or not containing any useful metal. Mining must also make a profit to pay the workers, fund development and exploration, pay for the safety aspects if mining and renew machinery and pay the owners who funded the mine in the first place.
