If the concrete seems to sweat than I would put a sealer on it and find a paneling that you like and put it on with Liquid Nails.
Wainscott it and paint it. You can liqiud nail the wainscott if you have to. I would seal the floor and then put a pad and carpet down.
If you want a rough look, prime the wall then skim coat over it with mud drywall joint compound. You can swirl it, texture it, dab it on, wipe it on, make it look anyway you want. Experiment a bit to get a pattern that you like then do the wall with it. Let it dry then paint over it. If you make a heavy design, be sure to paint it using a thick napped roller to get good paint coverage.
you probably should have left the brick up and just painted it. cheapest and easiest way. I am assuming you are renting so you don't want to sink in a ton of money. Yes, comm. grade carpenting can go on cement floor.
I think the perfect solution would be Venetian Plaster. You can get it at Lowe's. It's meant to look old world bumpy. It is very forgiving, so you can play around with it a while until you get the look you want, that will blend in with the bumpy cement. You can use practically any tool to get the right texture, a brush, a trowel, your hands, anything. Plus, you can paint over it. You may want to practice a little, then decide if you want to smooth out some of the left-over cement. It's all up to you and your imagination! As for the carpet, the short answer is yes, indoor/outdoor carpet over pad can be put directly on cement slab. Another solution is peel-and-stick carpet squares, if you can find them. No pad is necessary. It's a quick job....instant gratification! Good luck...sounds like fun to me!
