In addition to the other answersWhat causes ice damming is heat from your house is able to get to the roof, this melts snow, the water runs down your roofWhen it gets to your eves it there is no heat under the eves so it refreezesThis happens a couple times and you end up with water just sitting against your heated roof with no where to go because of the ice built up on the eveOne way to combat this is to have a properly vented roof, in this instance cold air is pulled up from the eve's, along the underside of your roof (keeping it cold and keeping the snow from melting) and out near the peakIf your roof is even venting it is pulling the hot air from your dryer up against the underside of the roof which is only melting the snow fasterIt sounds like there is more than one cause to the ice damming (shallow pitch to the roof, not enough insulation, poor venting, inadequate ice and water shield under the shingles, etc) Until you can tackle any or all of the contributing factors I would suggest clearing your roof of snow as often as you can and getting heating coils for your eves to keep the water that runs down from turning to ice.
