If you know it isn't a wire supplying a light that will be turned off, you could cut it and install a junction box and run the attic from thatBut only if it will not be used for high energy useIf no more power than a couple lamps and maybe a tv, you should be okayAnother issue is that there needs to be enough slack in the wire to work with in the junction box.
There should be two types of romex in your home12/2 with ground and 14/2 with ground12/2 is used for outlets and 14/2 is used for lightsWherever you decide to cut the wire you will need to install a metal box to protect from fireThe other issue is that these existing circuits are designed for just so many outlets/load on them, not an additional finished off attic/bedroomYou probably need an additional circuit to be pulled on its own breaker for the additional bedroomOnce you get the new wire up there, then just wire the new outlets in parallel for as many as you are installingLights you can do the same way with 14/212/2 goes on a 20 amp circuit and 14/2 goes with a 15 amp circuit Last but not least, I think you should get some help with at least pulling the wires to attic and installing the new breakersGood luckPS when you wire use wire nuts, do not backwire the outlets and switches.
Remove the tobacco from the tinWrap it in Banana Leaves, place in small box tape shutJust for weight add a few marbles before closing boxDrinks in aluminum cans won't make itThe mail is terribly mishandled and placed in a Metal ContainerOnce it gets to Iraq it sits out in the hot sun sometimes for daysthe heat will dry out the Chew, but since you wrapped it in Banana Leaves the leaves will keep the chew moist and take the brunt of the heatthe drinks in the cans will burst.
Just to be helpful - I would make sure the attic was designed to handle the additional load of a finished room with occupancySome are built to be just the attic space with no occupied areaAlso if used as a sleeping quarters - think about the egress for fire escapeIf it is a spare room for various non sleeping activity - shouldn't be a problem I do electrical work also, but not getting in to all that right nowHope all works out
