Most likely the insulation will not catch fire the light would have to be on for days, and even then insulation is made to not burn it would smolder, the insulation is there to keep cool air from coming through the wiring hole, I would stuff it back up in the hole I would not use electrical tape electrical is not for heat it would end up melting then possibly burning, so here's the simplest way to fix it, Tear off the foil hanging down only tear as little as possible actually don't tear it cut it with scissors
IF I understand your description of the issue, we are NOT talking about the insulation on any wires, BUT instead an insulation blanket installed between the light bulb(s) and the metal of the fixture base aboveIF that is the case, that insulation is designed and installed to keep the heat from the bulb from heating the metal base and subsequently cooking the insulation on the electrical wires above/inside the baseTherefore, I suggest that you DO NOT remove the insulation, but use as little tape as possible to lift the insulation above the bulb(s)I also agree with the suggestion of a previous answer, that you should replace the conventional incandescent bulb with a fluorescent type bulb which operates much cooler, AND uses less electricity.

I think I know what you are describingI would say to tape it back with metal foil duct tape (not normal duct tape)I also think the CFL is a great idea to reduce the heat as wellI would hope it is not flammable but I could not say for sureSo be safe and good luck.
