Are food service employee's supposed to wear gloves when handling or serving food?

I work at a Grocery store that has a Chinese and a Kitchen department. They have food on display behind glass ready to serve, but when the customer wants something and the workers go to grab the food, they don't wear gloves. I'm just the checkout person, but I think this is kinda gross. They use tons, spoons and other utensils to handle the food, so it doesn't come into direct contact with their hands, but isn't there some sort of food safety law that makes them have to wear gloves? This is in the state of Iowa if it makes any difference.
