are the copper lines running from an A/C compressor supposed to be secured?

my A/C compressor is not running. i hear the fan blowing in the house but i haven't seen the fan blades run outside during the last couple of hours. i checked the box and one of the two copper lines is not secure. i'm trying to find out if both are supposed to be secure. thanks!

Copper is a very soft metal. Lines should be secure so vibration will not cause leaks where the copper touches anything else. Or did you mean that you can see a copper line that has broken off?
they should be at ached and secure not flopping around it sounds like it has nothing to do with it not coming on you have a capacitor or breaker or contactor out
both lines should be attached. if only1 call a certified hvac tech. may have serious problem.
