Are the water meters and valves installed outdoors in a well? If so, how about before and after?
If the backwater pressure, then the general water meter also installed a valve, a check valve, to prevent backwater pressure, bad water meter. If the pipe is large, say, 100 of the pipe, a valve well should be installed in front of the water meter. That's all I know
Usually installed in a well, the valve is installed in the water inlet, the water meter is installed behind the valve, when the water meter is bad, the valve can be switched off and repaired.
