im trying to attach hardy board to a cement floor it goes in so far and stops do i need a bigger drill im using a 3/8 drill and tapcon screws

Why attach cement to cement? Skip the hardi board it is not needed over a cement floor.
You don't. The only reason you would install hardy board over cement is to prevent the cracks in the cement from emerging in tile. And then you would install it as a floating floor, and then only if the floor is flat. Lay the boards so they butt, staple down cheap chicken wire for a temporary hold, and put a skim coat of cheap thin set over the wire. Then the normal coat of your choice of thin set over that when installing tile. This way most movement in the slab is unlikely to affect the tile. If you cement down the hardy board, it will move with the cement as the slab is stiffer than the hardy board. Hardy board adds nothing of value to cement fastened that way.
If your doing this for a tile base, your wasting your time. Any cement board ( or hardi) needs to be attached every 6/8 in the field and 3/4 on the seams. This is almost impossible to attach a board over slab. Plus you don t need to do this over slab. Slab is one of your best substrates to do any flooring over. If you really need to attach it, for some reason,thin set it down . Set weights on the seams to get them flush, you ll never be able to nail, screw or attach them topically.
