We are looking for a vendor that can supply a device that will send an alert message to a cell phone/email when the boiler fails to ignite and goes into it's safe shut down mode.

This is very diffficult to achieve as the electronics are boiler specific. What one is looking at is reading the boiler error codes and sending on signals. I can only tell you that Vaillant do a board called a 2 in 7 module that fits their ecoTecs that can operate various devices such as relays when the EcoTecs fail. Whether you could rig a relay to phone you is another matter. Also you would have to have an EcoTec fitted.
Dealers make something called a Winter Watchman. This is a outlet with an adjustable thermostat in it. You would plug this in and plug a standard house lamp into it. Your neighbor would ntice the light and contact you. This is a cheaper version of what you are trying to do
do you have a monitored alarm system in your home? one like adt where someone calls you if something goes wrong at your home? if so talk to them about hooking into your boiler system they might be able to provide what you are looking for . if you don't have one call about getting one
