after changing the brushes on my wood router with a ac motor it is not working and both wires are live

Answer:

The brushes are probably tight in their brass holders and not rubbing the armature. You can clean the armature with an eraser and make sure the brushes slide freely against it. Check that the brush springs are free to push the brushes.
If just one brush is hung up in the passage, it won't work. Maybe remove them and inspect the brush-guide assembly and ensure the new brush slides in all the way down to the commutator/slip-ring. You can file brushes to make them fit better. Also, it's unlikely the problem is a dirty armature as another answerer suggested. Just spin the motor by hand in both directions and try it again. If it doesn't run, it wasn't dirt causing it.
Sounds like you have a broken connection on the neutral side, maybe a loose wire in the mains plug ? That will give a live reading on the neutral side of the motor.
