Kryolan and Mehron are amazingly bright and are used by youtube makeup guru AllThatGlitters21 ALL the colors are intense, but they have to be used wet. They have a very strong color payoff, and are so true to the palet color. Mac pigments are kind of on the expensive side, and they do give you ALOT of product, but sometimes alot is a bad thing because you cant always use all of it. Hope this helps :)
If you want bright colors like that, you should get shimmers or pigments. These are loose eyeshadows that you can pack it on. Many people use a cream base so the eyeshadows can stick onto the skin. If you want something cheap. I know kryolan makes theatrical make up and you can just buy their paint pots. They have the primary colors plus black and white. You will get very vibrant colors if you use cream eyeshadows rather than powder eyeshadows. If you do want to use powder eyeshadows, then you can use a liquid transformer to turn the eyeshadows into liquids so you can paint it onto the skin. Some examples of liquid transformers for cheap would be visine or water. You dip the brush into the liquid transformer and then brush it onto the compact eyeshadows. After that, you just brush it onto the eyelids.

(they are not all palettes that you'd be wanting, but it will give you a good idea of what is available) Otherwise, there are brands like Kryolan and Ben Nye that sell palettes for much cheaper and that have really nice colours (in fact, I remember seeing a MAC promo with behind the scenes pictures, and the makeup artist is actually using the Ben Nye palette to create the makeup look) I think you can only buy these online, but there are MANY websites that well these. I personally would suggest getting your makeup in person though, because you never know what the makeup will look like or how it will react unless you see it in person.
