I do electrical job but I have never deal with fire alarm issues. So I was asked to add a Alarm Bell to the Fire Alarm electrical System, The closer power source I see is from a strobe light. It is correct to do it according to NY Fire Department Law?

No. That;s why you pay for an alarm service.
It usually alarm simultaneously with the fire department attach to it. Does it automatically dispatch fire department to the scene? Yes, but not that immediate or in a split seconds. Those firemen have to determined the area covered and where they are, and simultaneously alert all the firemen in the department to go there. So 10 minutes tops. Counting the traffic of course.
No. A pull station in a public building (school, hotel, etc) will go to a Central station alarm service. The alarm service does not call 9-1-1, but call the seven digit number for the correct public safety communications center that serves the building. The same alarm system is tied in with whatever smoke or heat rate of rise detectors that there are in that building. The alarm central station may service alarms in many different towns or cities. They know what public safety Communication center call, and they tell the public safety call taker exactly where the alarm is (for example, a pull station on the second floor of the east wing). The only exception might be for certain government buildings (City Hall, the Police Station, The Prison, the fire house) Direct alarms (alarms that sound in the public safety communications center) are things of the past. many years ago, when there were not many alarm systems, some building were actually connected directly to the Police or fire dispatch center. But now, alarms (fire, burglar and panic) are so very common, that no one public safety communications center (9-1-1 center) could possibly handle normal dispatch procedures and monitor alarms too. Except of course for certain government buildings. Some of the people who have told you that it does go right to 9-1-1 are mistaken.
Both will heat up, but the other surface may heat more, if it is dark enough in colour.
