Question:

can a Japanese citizen apply for a SOFA card?

im a Marine living in Okinawa Japan and i have a japanese friend i want to go on vacation with. seeing the rules say i need a liberty buddy to take special liberty and i am allowed to go with a person holding a SOFA status, i was wondering if it was possible for my friend to get it?my friend is not a contract worker on base. she is just a regular japanese citizen.

Answer:

Trying to play the system... please tell me you didn't meet your friend at chi-chi's... They tell you to have a buddy so that it can be a fellow marine, and so that you don't go do something dumb or that you may regret... Japanese citizens can have a SOFA card if they meet the SOFA requirement, such as being the dependent of a US servicemember. With this in mind, be very careful, some juicys look for dumb young servicemen to marry only for the benefits...
Sure, if you marry your friend!
Don't think so. SOFA applies to foreigners in a country. It sets limits on how many can be there at any one time. Your girl friend is a citizen of Japan and has nothing to do with the Status of Forces Agreement.
