Answer:

As long as the new paint is compatible with the old paint, you don't need primer Test it on some out of the way spot to ensure it doesn't react badly (I've had old paint soften and wrinkle up under newly applied paint, and it made a mess)You don't need to remove the old paint if it is securely stuck onto the aluminum - that's actually better than primer, so leave it alone Just clean it thoroghly, and if you are really meticulous, lightly scrub any exposed or vulnerable spots with some steel wool or fine sandpaper to break the gloss (if there's any glossy spots left).
