You get the good rod from the fishing man below lost tower. You get the old rod from the fishing man either in the house to route 218 or the guy on the dock. The super rod is on the northest island which you get after obtaining the national dex. He will be right there (a fishing guy) and talk to him after you look in the battle tower. The lighting stones are underground like any other stone. All are underground execpt, dawn, shiny, and dusk. You may also get a lighting stone in one of the galactic grunt headquaters, but dont trust me on that one. In conclusion, just contiue the missions until you get the national dex. Palika and lighting stones you get along the way, and go back for magicarp and the two older fishing rods. Eevee is easily got from bebe after the national dex so don't worry. HAVE FUN!!!!!!!!!!!
