When you need a sweatshirt to be out at the barn, he needs the lightweight sheet when he's outside. When you need a coat and gloves to go get him from the pasture, he'll probably want his heavyweight. Consider clipping him so that he doesn't overheat under his blankets or get chilled after a workout. If you don't clip him, keep the cooler on hand. You'll want to use that so he's completely dry when he heads back outside.
Can be a combination of reasons. I was a Firefighter/EMT for 6 years. If the person gets wet during operations, it helps keep them warm. If the temperature is cold outside, it will help keep them warm. But the most important reason is to help stave off shock. Fires can be a very violent experience for most people, comfort and treating shock are very important at this point.

That's why in the winter people prefer the round bales rather than feeding certain times of the day. It's like adding coal to the fire to keep things nice and warm. One other thing to keep in mind is that a blanket keeps the horse's hair flat, which is exactly opposite of what they do to stay warm. That being said, you are correct with needing to know how heavy of a blanket to use.
