my landlord has left me and my 3 children with no heating or hot water for 5 wks as national grid shut my supply off coz gas leak. back boiler over 15 yr old, never been serviced. landlord says he wil allow his unreg friend to install new boiler and then get work certified by corgi reg engineer. Is this legal? am already certain it is unsafe. any answers would be very much appreciated.

No It is illegal for anyone who is not corgi registered, to attempt installation of any gas appliance.
Turn him into the league of human dignity in your town and then the health dept. Leaving you without heat in the winter is not human.
No it is not legal anyone in the UK that undertakes paid gas work has to be corgi registered, as a landlord he should have the boiler at least checked every year and a gas landlords certificate issued and a copy left on site for the tenant. The unreg guy can install the boiler but must not connect the flue or gas supply and he would not be able to disconnect the old one.The landlord could face heavy fines for not having gas appliances checked and certificates issued. Also you should check out with CAB how you stand for reduced rent while the heating has not been working. The only time it is legal to work on gas and not be registered is if it is DIY in your own home(primary residence), but the regs state that you must be able to prove you are competent to do so.
