I cut my leggings so that they would go just above the knee and I cut the butt off, so I don't have to buy new clothing but now it keeps slipping down. Is it safety pinable?

It doesn't matter, as long as it's not in the hair like the one girl said. I like a lot of it, not like too too much but just more than a little dribble so I guess I would go for the far and powerfully as long as he can aim.
It can, depending on the size of the speed bump. Go slow, ground clearance is about the same as a corvette.
