Heat it up with a torch and it will come right apart.

You can solder it. Getting the stainless hot enough will take some doing.
Welding would be very difficult due to the difference in both melting point and thermal conductivity of the two metals. I recommend silver brazing. Thin stainless steel sheets tend to be very flexible/ ductile. Ordinary grade 304 should work well. It might be better to bend both parts into the shape you want before attempting to braze or solder.
Copper to stainless can be done. You have to use a what is known as (silver solder).
