Answer:

The theory is up to date, but in fact, the experimental operation must have some differences between these theories and the theory. (I'm not sure about the water content of some silicic acid colloids used for different purposes)
You can dissolve the silicic acid with sodium hydroxide solution, and then add hydrochloric acid to obtain the silicic acid colloid.
