Filters that use cardboard or paper casings are not cleaned, and are really disposable filters. Class HEPA filters are usually not recyclable because the filter material used is rather special and responsible.
These filters are usually made of heavier housing and certain fabrics or synthetic filters. However, many specialized air filters in the modern industry and transportation industry are made of very durable materials and can withstand several rounds of cleaning.
