I have a 1999 Honda Civic. I‘d love a car alarm installed, and I‘ve heard there are some alarms that send a message to your phone if someone‘s breaking in. I need that feature. I also live in Utah, in Utah Valley, if that helps.
aCVU has some nice alarms you can buy.
Unless you have something really valuable installed in the car I can't believe you need to waste money for a car alarm on a 99 Civic. If they really want to steal your car they will and that alarm won't help. Save your money and lock your doors unless they use a tow truck to take your car.
