Regular fluorescent lamps have been and are used, but they are not nearly as effective as a grow light. Grow lights emit the correct light spectrum that promotes plant growth. It more closely resembles sunlight.

Their light spectrum is not enough like sunlight to be very effective. You really need a light made specifically for that purpose.
