cannot access control panel or windows security?

every time i try to access the control panel i get the windows pop up that says explorer.exe has encountered a prob and needs to shut down (just like when the net freezes ands it gives you the op of sending a report to windows) then my whole start bar across the bottom goes away along with all my icons on my desktop, but everything returns in a few sec. then i was able to access CP after i turned off norton. but that only lasted a day. then i figured out the back door local disk/windows/system32/control. it worked. but only for a day. and i have ran at least 10 diff complete scans and nothin. as for windows sec.. when i try to open it i just get a pop up that says (an exception occurred while trying to run shell32,control_rundll wscui.cplany help will be great b4 i throw comp out the window

I agree with Duke1414 - since it is a drainage pipe, its not required to be pressurized tight like a supply line. Make sure you have new compression fittings. In order for those compression fittings to work properly, you need to make sure that the pvc pipes are lined up with one another. If they are shoved in at an angle, that could cause a void allowing water to leak.
Yes it is. You pull a Fire Alarm and there's NO fire, you get caught, it's now a $2500 fine and possible jail time. With every City and County watching expenditures, they'll have YOU paying for such a stupid prank. Courts don't like this either, so don't even think about doing it unless you're homeless and need a roof over your head and free meals. It's no joke nowadays.
