That has more to do with their garbage and street waste. A lot of nations that are developing (and lots of China is still developing) have major waste disposal issues.
China must be following San Fransisco's lead.
Chinese Law effective June 1st. No more plastics bags without the attached tax! The big bags are .5 yuan, so bring your own cloth shopping bag. The smaller shops still ignore this, well some. Being a foreigner and looking stupid doesn't help! They just scan the bar code and add it to your bill.
Plastic bags and lead paint must not be used on commercial products because these are against the environmental protection.
