Could you tell me why oxygen cylinders require two pressure gauges?

See others welding, found that there are two pressure gauges on the cylinder, one is 0-0.3 range as if, and the other is 0-4 range, ask why, is it safety considerations or other reasons? thank

0-0.3MP is a low pressure meter, which is an oxygen pressure reducer. The oxygen bottle allows 15MP gas to be filled. This is the gas left in the cylinder at present, 4MP. High pressure makes gas cylinders fill more gas.
