It depends. Are you in the county or in the city? In either case you have to figure out what department that maintains your street, and petition them for a change. If it's a city you could speak with the mayor, in the county it would probably be the county judge or whoever is in charge of the road department. This is the way it works in AR, every state may be different, but I'd say find the department that is in charge of maintaining the street, and speak to the person in charge of that department. If they can't help you, they should at least be able to let you know how to proceed.
