I always kept a fire extinguisher to blast at an intruder and a piksteel (long axe handle) for just in case
The owner of the house could sue the city but it would be a very hard to prevail. In reality he would be suing himself since he is a taxpayer and he would be suing all of the other taxpayers in the city.
